Why can one sometimes boost a photograph and other times not?

Sometimes a new photograp[h can be "boosted" and sometimes it cannot - this can be frustrating. Please explain what determines this?

Boosting is supposed to give 5 extra duals in 24 hours. You can't boost again until those 5 duals have occurred.

Images can't be boosted if there are still boost credits remaining from previous boosts or unpauses. I hope this helps.
