rising stars?

How did this guy (who I think was determined to be a duplicate account) make it on the pixoto report email listed as a rising star? Especially consdering he has no images in his profile???

I happened to recognize his name, but then also noticed a photographer named deleted.deleted also made rising star.
Someone really needs to do better quality control before the emails go out.

I also don't get it about "rising stars" ... and how can you have no images and have rewards and points?
