quantity over quality

I'm new here, however I keep seeing the phrase "quantity over quality".   Just trying to understand this sentiment.  You get more points for quantity of photos even if just average photos?

I have not seen "Quantity vs Quality" expressed in Pixoto.  
Sometimes when I sponsor Community Contests - I use the words "Quality vs Quantity"   
The reason I write this is based on the situations in Community Contests where some people submit  over 100 images - many of them similar, to a contest.  I would equate a person submitting many similar images to "Stuffing the ballot box"
When voting on the contests - if presented with so many similar images by one person - I find it difficult to vote on the "quality" images.       
I enjoy sponsoring the Community Contests, and strive to create contests with clear rules, that include defining a maximum number of entries and not more than 3 that are similar.   My opinion that the contest will produce a more fair, diverse group of winning entries IF there are not many of the same image or there is a maximum limit tot the number of entries by one person.   However - this opinion is not one expressed by Pixoto.
