No Resubmit Rule of Highly Awarded Images Automated or Not?

From Jason's post of 9 days ago concerning the "New Rule - No Deletion or Resubmit of Highly Awarded Images:"

"Jason, my original thought was limited to top 10 resubmissions, since that is where the significant points reside. Case in point, yesterday's submissions in the Animal category...#10/617 award points as opposed to top 5%/102 award points.

The questions I have are these: does the new rule denying members the ability to delete or resubmit images awarded top 5% or better pertain to top 5% for the day, week and year, or just for the day? And secondly, is the system in place an automated system that with a high degree of certainty will not allow a tog to delete or resubmit a top 5% awarded image?"

I never got an answer to these questions and would greatly appreciate a response. My concern is that the system in place is not automated, as the duplicate system is (when the image name has not been changed) because I have seen, in the last couple days in Animals, images resubmitted that I thought had received 5% awards or better.

Any insight into this would be helpful.

Their is nothing preventing it from submitting it again. That said we will keep records of this and if we see abuse we will address.

FYI - we have gotten less than 20 total deletion requests since announcing this rule...

May I also request that the top 5% for the day not be included in this rule? There are times when you finish 11th and after a couple of hours you see your photo climb up to 10,9th etc. so that tells me that there is a chance that my photo will do well if I resubmit it.

I think top 5% is highly reasonable.
Some categories have less than 100 entries per day- so that only excludes the top 5 images from resubmitting. Some categories don't even have enough to award the top 10- since awards stop at 20%- sometimes only a few images in that category get awards.
In highly entered categories like people or landscapes there may be more captured within that top 5%.- but a top 5% award in those categories is harder to get- and therefore should be seen as a great accomplishment.
I think the spirit of this rule is that it is discouraging to see the same images submitted day after day- in leading spots - taking up spaces within those rankings- just so that a person can get a #1 instead of a #2 on their profile.
