Improper photo tags and no titles. What can be done about it?

I did a search for American Tree Sparrow (link below) and I find there are all kinds of photos that are not ATS. The first photo you see is a Pileated Woodpecker. I looked at the tags for the photo and there are tags that should not be associated with the photo. This should change, Your thoughts? Also should it not be mandatory that photos have a title? When a search is done by someone the system could use the title of the photo as a basis for the search. Your thoughts?

Do not raise your hopes up. Even the most simplest of rules are not followed in this site. LOL!

some people add tags of every photo they have taken,, hoping that the shotgun effect will pull people to their page... personally I do not add any tags or titles anymore because I do not want to sell my photos. I don't care if anyone searches for my images. I guess it all depends on what you are trying to accomplish.
