How can images that are essentially the same thing get such high marks, over and over and over?

I see a lot of the same type of photographs by the same photographers getting high marks. I am not knocking the pictures themselves, but these photographers are clearly mining by not submitting diverse photos. Example: In sports, there are several photos of some guy racing oxen (???) through muddy water, again, and again, and again, and... Sorry, but it got old years ago.
