Give Category Description During "Submit" Process, Have Person Certify Photo, and Have a Penalty for False Certification

Pixoto should amend their "Submit" process so that when a person goes to submit a photo and picks the category, that category's description appears on the Submit page and the person must certify (by Yes or No) whether their photo fits that category description. If they answer, No, then they are prevented from completing the submission and are given the link to the Description of Category page. However, if they answer Yes and certify that their photo matches the category description, the submission process proceeds. Thereafter, if a photo that was submitted to a category is reported and that photo is found to be in the wrong category, the person who submitted it will get one warning and, thereafter, if they submit another picture in the same category and it is again reported and found to be in the wrong category, there should be a penalty in order to prevent purposeful placement of pictures in wrong categories. (e.g., suspension from activity on account for a certain period of time)

Sounds like an excellent suggestion because I think quite a few people don't read the description of the categories before submitting, and if they are purposely submitting to the wrong one, you have something to penalize them after one error in each category. Everytime I visit the different category leader boards, I find so many, so many, that are misclassified and I report them, but I can't spend so much time reporting all of them because Landscape is greatly abused and Close up, too.

I should add my suggestion that if the same person continues to submit their photos to the (same) wrong category more than 4 times in a year after certification, they should be banned from Pixoto for a full year.
