My photo at the end of the day (when the next day started) was #1 yet today it's announced that mine was #3. Is there some undocumented cut off when the positions are determined?

This is what you are looking for, times are GMT:

When are the deadlines?

Images can be submitted until the end of the period and then voting occurs on those images until Awards are assigned. This gives all images, regardless of when they were submitted, an equal chance to win. Submission deadlines are always up to midnight GMT at the end of the period and weeks run Sunday-Saturday.

Contest Awards Assigned

Daily 3pm the following day

Weekly Midnight GMT the following Wednesday

Monthly Usually the 2nd Tuesday of the next month

Yearly Varies

So if I'm understaning you correctly. For the Daily, the voting for "today's" photos actually doesn't end at the end of the 24 hr period, it actually runs until 3PM GMT the next day. Is that correct?

Well that certainly explains it. Now I know why I didn't get #1 but got #3 instead.
