What was the black and white movie?

In the 50's or 60's I can remember seeing a scene on TV. It had to be a movie, I can't imagine any news showing this. There was a fire in a tall building and the people had a rope between that building and the next.  People were going hand over hand on the rope to escape, and a woman fell off the rope about midway. She had on one of those full-skirted dresses with a belt or tie at the waist. It was in black and white. Any idea what this was?

Hello Deena,
My suggestion is about a colour film (I’m British) but might you have been watching it on a B&W TV?

The suggestion is:
The Triangle Factory Fire Scandal (1979)

It’s set in 1911 which could explain the lady’s costumes.
At the end, the hero (Mr Cunningham, well Tom Bosley) rescues a group of women workers by organising a plank from their building to the next.

Could that be it?

Thank you so much, but it was a little earlier and in black and white. Clothing was definitely 50-60s.
