Where individual scenes were filmed is very specific.  I imagine country of origin largely  reflects where the production company is.  Television shows are primarily produced for one country's audience.  Not all of them are marketed to other countries.   This query made me think of  Electric Dreams (1984), a British production set in San Francisco with American actors, with interiors filmed in England.  Imdb has the country of orgin as "USA|UK."

Filming locations are where the movie was physically filmed. This includes studios as well as location shoots.

The country data is supposed to show where the film originated, in effect where the companies that produce and fund the film are based.

Some film can be produced by the Danish and Swedish companies (money comes from these countries etc), but shot in Romania. In this case the countries are ”Denmark” and ”Sweden”, and location is ”Romania”.

While "studios" is sometimes used as a term for companies, it is mainly a term for specific real estate, purpose if which is situating the sets of numerous productions.

Country of origin on smaller productions in some is sometimes specified in the credits (that was a standard practice in USSR and early Post-Soviet countries; I've seen a few independent filmmakers doing this as well akin to how locations of writing might be credited in the novel), but mainly it refers to countries in which primary production companies are situated, as such companies provide crucial talent and financing to production. Location filming might be done with little to no help from local companies, which are usually credited for "production services" - that goes to "miscellaneous companies".
