You have my email addy. I have been here for years. 
I won't give Facebook my phone number on demand. The result is that I am punished as my comments across the web are stricken down unread. They have my email addy but not my phone number.
I won't give IMDb this info... not because I have something to hide but because I don't agree that you need this... just to allow a human being to simply offer a comment. 
Just a comment after spending the money to see it on the screen or buy it on disk.
You got my money... what else do you need?

IMDb doesn't charge money for you to see films...not sure what you're talking about...

Point: Movies I comment to, I have seen on the big screen so I have indeed paid for a right to comment... in my opinion.
Point: My email add has not changed in many years so, I am not trying to sidestep anyone.
Point: You (or IMDb) will not get my phone number.
Point: If the lack of that number prevents my right to speak... then the conversation ends... here.

Point 1:  Because you paid someone else, IMDb is obligated to post your comments???  Again, you didn't pay them, they owe you nothing in return.

Point 2:  I don't know the relevance. 

Point 3:  I've been coming here for 15 years and no one has ever asked my phone number...what's going on that you think they're asking you for it???

Point 4:  You have no "right" to speak in a private place.  If they decide to ask you for $1 million in order to post a comment, you either need to pay it or skip it.

That said, where are you seeing a requirement to give your phone number?  If you're being asked by Facebook to use a Facebook feature then you need to take it up with them.
