Removing an image that is both irrelevant and a duplicate

I tried to remove this image from "Forensic Files" (1996) {Beaten by a Hair (#3.9)}. The image has nothing to do with that episode. It is a still image from the next episode, "Forensic Files" (1996) {Crime Seen (#3.10)}. A duplicate of the image is already on "Crime Seen", and so I tried to remove the other image from "Beaten by a Hair". But my submission was declined.

J, I re-tried it this way. Were you trying to submit it as a change or an outright deletion?

I submitted it as an outright deletion because there is already a duplicate of it on "Crime Seen." But untagging it will probably work. I don't know what happens to images that have no tags. They must be floating around IMDb like ghosts.
