Sure.
iOS 9.3.5.
iPad. I believe it is a iPad 3.

Looking more closely the list is not empty, it is not visible.
For example, if I tap the first item I will get the results for what should be in that item.
Anyway, I'll attach a screenshot.

If you tap the search bar, Recent Searches will come up empty. Just tap on the main screen, which will close the empty Recent Searches window. Tapping the search bar again will bring up Recent Searches again, but this time, it will have your search history in it.

Hope this helps users and IMDB staff, too.
