Not certain, but I doubt Guido spoke German or English in the film.

I can't be 100% certain either, It has been almost a decade since I have seen the film but I have seen it multiple times. I recall him speaking multiple languages and changing effortlessly from one to the other, but with the subtitles it is hard to remember which is which. He does have the lion share of the dialogue and granted it might limited to a word or two or a brief conversation in English. IMDb confirms that both languages were spoken in the film. I think he used multiple languages as a waiter and interacting with the concentration camp guards and discussing riddles with Dottor Lessing in German.

I have omitted the German and English designation until I re-watch or can confirm he spoke those languages. Regardless, he does qualify on the basis of his use of Italian.

FYC:
Jane Wyman - Johnny Belinda
John Mills - Ryan's Daughter
Patty Duke - The Miracle Worker

You could also acknowledge that if Sally Hawkins wins this year she would be added to the list.

I considered suggesting Holly Hunter, but she *did* perform the narration herself, so I feel like this role doesn't apply.

I was on the fence too, but came down on the other side in favor of her inclusion. I wouldn't have an issue with someone not wanting to vote or wanting to vote for the character.  Plus, the other listed roles , likewise have their characters speaking a token amount of English. I think all pretty equal, in that they are ninety percent plus in a foreign language or non-speaking. I will let poll takers decide or have the option to vote or not vote with a  clear notation.

Holly Hunter won the Best Actress Oscar for her role in the acclaimed film,  The Piano (1993) . "While people often mis-remember this character as one who is unable to speak, in actuality the character just chooses not to. As she explains in voice over narration: “I have not spoken since I was six years old. Nobody knows why, least of all myself. This is not the sound of my voice; it is the sound of my mind.”" Her character never speaks on-screen throughout the entire film, so I think it qualifies as a non-speaking role. You do hear her thoughts via the voice-over narration more toward the beginning and end of the film, but she speaks.

Holly Hunter  as Ada McGrath inThe Piano
Languages: Mute: Non-Verbal |Some English Voice-Over Narration (not the sound of Ada's voice; but the sound of Ada's thoughts)

Updated introduction for 2018 Oscars

In 2018 at the 90th Academy Awards, Sally Hawkins with a sign language speaking Best Actress win for The Shape of Water would become only the sixth actor or actress to "officially" secure an acting Oscar win with a performance primarily in a non-spoken language.

Which Oscar winning non-English speaking or non-spoken acting performance* do you think best transcends language? * performed in whole or in part a non-English or non-verbal language.

introduction removed Sally Hawkins remains a Nominee only, her Oscar-Noiminated Best Performance by an Actress in a Leading Role in The Shape of Water (2017). Her mute performance was beat out by Frances McDormand in Three Billboards Outside Ebbing, Missouri.

Awkward opening. I suggest:

In 2017 at the 89th Academy Awards, had French actress Isabelle Huppert won an Oscar for Elle, she would have become only the eighth actor or actress to win an Oscar for acting in non-English.

I updated it almost a year ago with a Sally Hawkins introduction for her Oscar-Noiminated Best Performance by an Actress in a Leading Role in The Shape of Water (2017), then deleted that one since it too was no longer was applicable.
