My vote:
Captain Montgomery Scott (James Doohan)

James Doohan is the only Star Trek cast member that I've had the pleasure to meet. I met him in 1981 at a Star Trek convention at the King Henry VIII Inn in Bridgeton, Missouri. The King Henry VIII Inn was the site of Archon until it was demolished for the Lambert St. Louis International Airport expansion.

Sadly, I would probably serve as a red shirt and would not have the pleasure of serving under Captain Montgomery Scott for very long.

I'd have faith that you'd do very well in the red uniform. What department (as the related uniforms have changed over the times*).
Security? Engineering? Communications?

(*Which is an IMDb poll suggestion I have been putting off for a bit as it's pretty complicated centuries worth of different series and the evolution of the uniforms of franchise time).

I can't remember. Not including temporary acting captains but actual promotions to captain. Can someone verify this?

Looked it up; no he wasn't a captain, but he was initially senior to Kirk.

That movie (the reboot) was really bad and unmemorable.

I was a strong proponent for the original captain for Star Trek: Voyager, Captain Elizabeth Janeway. The character was a tribute to American Author Elizabeth Janeway. Unfortunately, the actress cast for Captain Elizabeth Janeway, Geneviève Bujold, complained about working conditions and that the character was essentially a cartoon that spouted technobabble (gibberish).

Kate Mulgrew did an adequate job as Capt. Kathryn Janeway. She was probably a more suitable actress for a television production, since the majority of her acting credits are in television. However, I wonder how Star Trek: Voyager would have proceed with Bujold.

He did fall under my research. The idea of a commodore was a bit confusing when I looked it up on the Star Trek fan wiki (not Wikipedia). Do you think I should add the rank (which I believe is below admiral but above captain)? I also came across fleet captains and more. Kind of backed off a bit. But there is a bit of room to grow on the list.

On second thought, it is probably better to exclude Commodore Decker, since it would also mean that you would have to expand the criteria for other lesser known Star Trek captains.

Star Trek ranks most closely follow that of the US Navy. Commodore is the lowest Admiral rank (O7). The US Navy renamed the rank of Commodore to Rear Admiral Lower Half (RDML). https://www.defense.gov/Resources/Insignias/#officer-insignia

The captain of a ship, an aircraft or space craft is a role as opposed to a rank. A captain of a ship can have a lower rank or higher rank than a Captain.

The command crews in Star Trek (2009) are a good example of this with junior officers assuming the role while not holding the rank: George Kirk (2233) (acting) (Kelvin), James T. Kirk ( (acting) (Enterprise) and Spock (acting) (Enterprise). I think your question should specify hold the rank of role of Captain to add clarity. There is also a number of alternate reality captains, like Captain Sylvia Tilly out there and others listed in your answer pool. I think that issue needs to be accounted for too, whether they are included or excluded.

Omitting the -first- "with" seems to read better than omitting the second "with" ... though placing the preposition directly before the object is supposedly preferred grammatically...
