Real life events are often a source of inspiration for movies. This also applies to past terrorist attacks. The movies in this list were not made to glorify acts of terror, but rather to highlight the bravery and solidarity displayed by law enforcement, rescue teams, paramedics and ordinary citizens in times of tragedy.

Munich.
I love it. it's a bit overlong and reduces a complex conflict into a binary, but it's full of a cinematic bravado Spielberg hasn't shown too often in the 2000s. It's B+ / A- range, and a few changes might've made it a classic. Really strong picture.
The tension is unbearable at times. And the final shot of the twin towers is a masterstroke that brings a lump to my throat.

Great movie indeed, and let's not forget it came only 6 years after One Day in September (1999) starring Michael Douglas, another big production about the 1972 Munich terrorist attack.

'In the Fade' is a movie about one of the NSU attacks in Germany.
The attacks happened in the 2000s and happened over a whole decade.

Hotel Mumbai was a really exciting film and very thrilling, it gets my vote.
