The world of organized crime inspires wildly different movies across the globe. After all, the genre almost inevitably reflects society and proves to be versatile even within its limitations. There are realistic portrayals of a country's specific underworld but the gangster can also be a cultural symbol or simply a vehicle for entertainment, or an aesthetic experience.
Apart from the United States, which country produces the most interesting gangster movies?

Apart from the United States, which country produces the most interesting gangster movies?
As I understand the question, it is about the country that provides the talent and financial resources (origin of production) to make the movie. The question is not necessarily about the country setting where the story and action take place, which may be the same anyways (as seems to be case in these examples).
If it is both production country and setting country, I would suggest Australia as an addition. Films about organized crime in Australia such as Animal Kingdom (film), Chopper (film) and https://www.imdb.com/title/tt0221073/mediaviewer/rm1507860992.
However, I am not sure how to shoehorn gangster movies focused on the country dominant criminal organizations: Mexican cartel movies and Colombian cartel movies. There are plenty of movies that comply in terms of story, settings and gang examples. But most are not home productions, filmed in-country, cast native talent and are financially backed internally. Regardless, you may find a couple Mexican cartel movies and Colombian cartel movies that fit bill, but none come to mind immediately

Son of a Gun (2014) and Romper Stomper (1992) could qualify depending on gangster definition. Romper Stomper is about a skinhead gang and Son of a Gun is about a smaller criminal gang with ties to a larger one. I have seen several other Australian crime movies, so I know it be a worthy sub-genre, but doubt many would be recognizable to more casual film fans.

The other question that pops up in my head is what is the driving force that makes these films more interesting. Is it the more capable movie talent that makes the crime story interesting or is it a particular countries' gangsters that are inherently more interesting. Regardless of the reason, such an impact on that country's crime genre is noticed by movie goers. More importantly, it doesn't impact the ultimate answer to the question.
