Not so secret but,

The resources of the SIS was reassigned to The NSA. 
The objective of the SIS is the original task was to intercept and decipher the communications of the Axis powers. (according to Wikipedia)

Anyway, I will understand if you don't even read this reply or if you omit it.

You have "The Agency: Section 1" under #4, but "Section One" seems to be the name of the agency in the TV series La Femme Nikita, not the French film.

One day, we'll have a Section 31 centered Star Trek series. That has a great deal of potential.

Oh yes. There are several spin offs from Trek that could be made. How about Checkov as head of Section 31? He could bring his black gloves and evil grin along with him from Babylon 5!

I am happy that Walter Koenig was able to play Psi Cop Alfred Bester on Babylon 5. This role allowed him to demonstrate his acting talent.

Although it would be interesting to have Walter Koenig play Chekov as the head of Section 31, I'm not certain whether anyone could develop a convincing story line where this would happen.

Hey....If Sellick can be NYC Police commissioner. Koenig is plausible as the head of Sect 31. Scotty made an appearance on TNG. Anything can explain it. Don't forget about the cryo ship that Khan was on in the original series. Pavel could have gotten a disease for which there was no cure for and was frozen and then brought out of stasis with the cure now available. I know I could fill in the gaps......

I tried to only used organizations that had a long name associated with their abbreviation.

The term B.R.O.T.H.E.R.H.O.O.D., an acronym is never revealed in the movie. I thought of it, but could find anything about it!!! It was too long and not very imaginative.

I don't recall the acronym being explained during the film, either. It was on their logo, encircling the raised fist.
