JOKER

Pennywise is a clown, not a killer, he looks dumb the film is for kids, 3rd least frightening horror film I have seen in my life after Dracula and Frankenstein.

If I had kids I wouldn't let them see 'It' until they were about 16 or so. Also, the strong implication of the movie is that Pennywise is, indeed, a killer. Both are irrelevant to the question, though, which is who looks creepier.

Pennywise looks much creepier and I have to guess that Arthur Fleck is not meant to look creepy in 'Joker' because he is the protagonist and it's not a horror film nor meant to be anything close to a horror film.

rubyfruit76, um... That part there "it's not a horror film nor meant to be anything close to a horror film"... is not entirely right in my humble opinion: some scenes have strong horror elements in Joker (2019). People said that Rambo: Last Blood (2019) had violence that you would expect from a slasher movie: Joker had very tame scenes of murders and outbursts compared to that, but the structure and pacing were very slasher-like with long uninterrupted shots preceding a cavalcade of cuts when violence actually happens.

It reminded me a lot of an underrated and initially controversial cult horror movie Maniac (1980) which had a very similar setting (New York in 1980) on top of deeper meaning spliced with a commercialy viable genre at the time. In case of Maniac movie was clearly meant as a message about untreated mental health issues as well as child abuse, which was at the time misinterpreted and boycotted because people saw it as a movie which will "glorify" violence against women. Star and writer Joe Spinell took it to heart and tried to make a sequel Maniac 2: Mr. Robbie (1986) for years, which unusually only shares title, star and core themes, as a way to make it more evident what message of both movies was. Unfortunately, second movie never got finished, although surviving footage looks like it could have been something very interesting. Oddly enough, Spinell's character in Maniac 2 is also a clown slowly loosing his mind.

39 years after Maniac you woul expect that movies won't have the same kind of predicament as it did, but here we go: press uses nearly exact same points, only switching from serial killers to mass murderers as a slight adjustment to movie's context. Admittedly, both Maniacs are not as well-made as Joker (low-budget is to blame), but they're not mindless splatter movies, as well, conveying some really thoughtful points.

I think both are not really compareable. The Joker is a tragic & unlucky clown because of (not only) his mental illness. Pennywise is an unreal charakter, he's just a personified similie of the issue of how fears can affect the social behavior of (empathically weak) persons. The point is that the Joker wanted to find his place in the society but failed (not only because of his illness). While Pennywise is the pure evil - like a demon. 'It' & 'It 2' tell how the worst things grow when too many people have no courage. It's a similie of societies turning from bad to worse in simple need of courage. The figure Pennywise is a wildcard for things that are too complicated to tell them in a more simple way. Stephen King managed to tell "it".

I'm thinking that a lot of people may not read the question and just reflexively vote "Joker," so I've been trying to think of a way to bring more attention to the creepiest looking aspect. I have two ideas:

1.) Replace "Face-Off" with "Creepiest Looking Clown:" so the the title would be "Creepiest Looking Clown: Joker vs. Pennywise"

2.) In the question, put "looks creepiest" in italics

What do you think, Paok?

Joker.  The new Pennywise is too 'done up' to be very genuinely creepy.

The 2019 Pennywise is creepier than Joker for sure, but I wasn't really scared though with this remake, though. On the other hand, Joker did made me nervous and scared in many moments, even though is not a monster or supernatural being. Overall, I think Joker is better as a creepy feelin' but 2019 Pennywise has a creepier face... And well, this may be the least popular opinion, but I'd say the Pennywise from 1990 is a lot creepier than these two guys, lol.
