Personally, I would vote for a Capitol Caper movie that is all about Washington, D.C.
Mr. Smith Goes to Washington
(1939),
The Exorcist
(1973), All the President's Men
(1976), Being There
(1979) and The Day the Earth Stood Still
(1951), Captain America: The Winter Soldier
(2014) among others come to mind. More than a few of these movies have a token scene set in Washington D.C. and are known as being set in other locales Close Encounters of the Third Kind
(1977) @ Devils Tower (Wyoming) /Indiana or are a NYC movie.The French Connection
(1971) or Three Days of the Condor
(1975). I think the poll suggestion needs to scream Washington D.C., as there are plenty of good movies to do that. If necessary lower the rating requirement to get 6.8 rated movies like The American President (1995) or Dave (1993) if you need to fill out the list, I would love to see 6.1 rated Dick
(1999) on the list as it would make my top ten..

Ed, definitely better, i usually check Wikipedia plot summaries for movies i haven't seen or need a refresher when fact checking. i don't mean to nit pick, but there are still some glaring omissions (movies almost completely set/filmed in D.C.) over glaring inclusions (movies barely set/filmed in D.C.).

Regardless, there is difference between a movie with 10 minutes set in Washington D.C. and an entire movie, in my humble opinion, especially if the poll's title is Capital Capers.
For instance, all the Jack Ryan movies are set all over the place, Plus he works in Langley, VA and resides in Maryland. A better question might be which of those movies do think belongs on a poll called Capital Capers? Anyways, i thought you would want to know,

Clear and Present Danger (1994) 90% of the movie happens in Columbia, Bogota, Maryland, Langley, VA. or at sea. I can only think of the White House and hospital scenes as being set in Washington, D.C.

The logic astounds me if Washington, DC remotely mentioned it qualifies, regardless of whether it is hatched or happens elsewhere. The examples above contradict each other because in one you claim the conceiving the plan to be key and not where the action happens and in the other example, you claim the opposite. Regardless, I don't think in either movie Washington, DC dominates the story line, at best it is the fifth or so more prevalent location in each movie.

I doubt fans of the Washington Redskins or Baltimore Ravens consider themselves from the same place and residents would scoff at the notion the cities are basically one or a rebuttal of same difference.
