Let face it, except for one film, almost everyone in a Sergio Leone film is exactly clean. Almost everyone in his movies has done something wrong or illegal. There is quite a rogues gallery in his films. Understand that I'm not asking who is your favorite. I am asking for you to determine by your own standards and moral code, who is the baddest? Discuss your rogue's gallery pick at this page.

P.S. It helps that he does a crime on screen. Going in chronological order of the films.

Why bothering adding the "good guys" if the poll focuses on the bad ones?

I give you that no one is an angel in Leone's films but I can't see how Jill can ever be perceived as a bad person especially if the poll allow us to vote for Frank. I don't think there's any possible moral code that can make Jill or Harmonica a worse person than Frank, or Blondie or Col. Mortimer, these guys still had standards, Frank didn't.

As for Once Upon a Time in America, I don't think Patsy and Cockeye were "important" enough to be considered, Joe and Frankie were pretty nasty guys but they never killed anyone on-screen.

Maybe you can just make a poll about "favorite Leone character" and don't bother with morality...

Your response is what I had hoped people would do, talk about the characters instead of just saying which one is your favorite. Besides, if I had just made a favorite Leone Character poll, The Man with no name, Joe "Blondie" Monco, ( combining his names from all three films) will always win.
I will admit this started as a faceoff or battle between Angel Eyes, Ramon Rojo, Frank, Col. Gunther Reza (yes, he is that bad), and Max. But Wallace , Cherokee, Mallory, Morton, and Miranda just kept creeping into my thoughts. So I decided to do it on all the main characters. Also, I think someone already did a faceoff between angel eyes and frank.
Now for the characters you had mentioned, Frankie orders the hit on his brother in law Joe. Joe is a mob fence dealing in stolen goods and he admits to killing someone important to Frankie in the gang leaders meeting in the deli scene. Watch Frank's face in that scene. He is not happy with Joe.
Jill is a former prositute, seeking redemption, who had to resort to using the tricks of her old trade in order to survive Frank. I'm so glad she took that bath which confirms her earlier statement about just another filthy memory was true.
Harmonica is a vigilante which is still illegal and that separates him from Col. Mortimer whose is a bounty hunter abusing the powers of his job to internally kill the man he is looking for, El Indigo.

Thanks for your response.

But it seems like you're arguing over a point we already agree on, all these characters are or were morally corrupted in a way or another, some being downright evil

SPOILERS
Frank killed a whole family,  a father and his three children, including a very young boy, this act alone is probably more evil than the sum of all the killings made in the film. And no matter how wicked Jill and Harmonica can be, they're Mother Teresa compared to Frank :)

And you're referring to the back-story of these characters, omitting (if you allow me the word) an important fact about cinema, it's all about "show, don't tell". A character's reputation or past will never be as impactful as watching him or her in action. That's why we sympathize with the Corleones in The Godfather, while they're no less morally corrupted than the other Five Families and even the fans are aware of that.

Frankie and Joe in America were probably scumbags but we never see Frankie killing anyone and Joe is actually killed by Patsy, so he's pretty much a victim in the film. What's interesting is that Noodles, can be perceived as more evil than any other character because of the rape.

Maybe I would have assembled the "good guys" (there aren't many actually, 4 or 5) and put them in a generic category saying "I actually found the so-called heroes to be more despicable than the villains".
