Movie plot - stop ppl from blowing up train carrying toxic waste (70's or 80's)

I'm looking for the title of a movie that I saw in the 70's or 80's;  the plot was about preventing ppl from blowing up a train carrying "toxic waste" as a cover up.

The movie begins with a surveillance van being discovered because the "Laser" wire tap could be seen when viewed through a bottle of wine...  the agents in the van are killed and so begins the investigation.  This slowly uncovers the plot to blow up a train carrying toxic waste to cover up a man made disaster.

My apologies, I can't remember the actors.

Thank you for a quick response, but sadly no.
I did try that search...  Still trying a couple of other variations, but it was in the 70's or 80's

BTW, I got that by doing a keyword search:


clicking on the first result, and altering the URL to add ",train", which I guessed was probably a keyword itself.

Keywords are contributed to IMDb by users like us, and not every title has all the keywords that would be most useful.
