Movie Connections deletions not properly dealt with

The guide for movie connections (https://help.imdb.com/article/contribution/titles/movie-connections/GNUNL9W2FTZDGF4Y?ref_=helpms_hel...#) states that "just because a character mentions Bond/Harry Potter/Frodo/etc. does not mean a reference to a specific Bond/Harry Potter/Lord of the Rings title or even all of them."
However, some contributors add these kind of non-specific movie connections to the first appearance of a certain character. I tried to delete these kind of movie connections from some titles in December and got quite a bit of connections declined. Can a staffer please look into this?
Note: I of course didn't try to delete all the movie connections for these titles as some of them *are* proper connections to the specific title at hand. I looked at the reasons listed for the specific connection. If there was no reason filled in, I didn't try to delete them. If the reason was specific for the title, I didn't try to delete them.

191203-132725-090000  (for Dr. No - 18 approved - 2 declined.)
191203-134427-966000  (for Harry Potter and the Sorcerer's Stone - 21 approved - 5 declined)
191203-142825-509000  (for The Mark of Zorro - 0 approved - 1 declined)
191203-152927-738000  (for Popeye the Sailor - 5 approved - 3 declined)
191203-154639-141000  (for Steamboat Willie - 16 approved - 2 declined)
191203-155454-913000  (for Superman - 0 approved - 2 declined)
191203-173416-923000  (for Superman - 28 approved - 2 declined)
191203-185234-187000  (for Tarzan the Ape Man - 11 approved - 5 declined)

Some of the reasons of these movie connections were the following:
-As Herc poses with a gun, Carver says "His name's Head, Dick Head" in the style of Sean Connery.
-Cisco says "Your a wizard, Harry"
-V carves a V into a poster with swift strokes of a blade, reminiscent of Zorro's famous Z.
-Popeye mentioned
-Erich Ohser said that Hitler is watching Mickey Mouse secretly
-Jenny says that Mike's double life isn't as good as Clark Kent as Superman.
-Link mentions that Neo "does his Superman thing".
-Chin calls McGarrett Tarzan as they're tracking Dawkins through the jungle.

How are these references to the specific title at hand?

Can a staffer please explain why 22 out of 121 submissions (or 18%) were declined?

Also, can perhaps a yellow warning be added to the following titles when someone tries to add a "referenced in" movie connection please? I think that would help both the contributor as well as the staffer handling these connections and will benefit all users of the database.
