Looking for odd cop/cowboy movie

I saw this movie late one summer night back in 1996.

It seemed to be about this cowboy and/or cop. I only clearly recall two scenes.

The first scene this cowboy was driving down the road I think up in the mountains. I think he was also drinking too. This cop stopped him and the cowboy got what looked like a big map out. The cop asked for his driver’s license and the cop gave him the big map thing. The cop then lollygaggled going to look at it with long slow big footsteps and acted like he was going to sit on the hood of the car. Then without warning the cop spun around and shot the cowboy 1-2 times and then took off. The cowboy slowly sat back up in his car grunting but alive and well and opened his shirt up revealing he had on a bullet proof vest, he muttered, “son of a b*tch, it really works,” about the bullet proof vest.

The second scene had this older guy with dark tinted glasses and a tan coat on always in handcuffs. Like in one scene people shot up the hotel room and the tan coated guy came out of the bathroom still in handcuffs with his pants down.
