The Academy credits the Award to the country, not the director, and IMDb accepts the decision of the awarding group. So the only credited winner (aside from the title) is Argentina, not Juan José Campanella.

Thanx, David. My bad. I always forget that with Best Foreign the Academy has this peculiar (and increasingly unworkable) notion of awarding the country, not the director or producer. How do they expect to award a growing number of multinational productions? Once again, thank you.

Glad to be of help. And yes, it is an odd situation.
