This is an older animated, children's film, created between the 80s and 90s. It went straight to video, and my mother says that the production company was one that mainly did childrens movies.

The movie featured forest animals that encountered a bear, were initially scared of him, then realized that he was misunderstood.

A scene I remember clearly was that the bear found some berries in a bucket (someone was picking them I believe) and then he got his head stuck in it. He goes running and thrashing about and the animals end up laughing at his antics, then they all started laughing together. Can you please help me find this movie?

I believe Fables of the Green Forest is the title you're looking for.
This is actually a TV series, made in Japan in 1973, then translated and released in North America in 1978.  This was an old childhood favorite of mine that I've only very recently re-watched.  That was how I was able to identify the show based on your description.
The episodes are all currently available on YouTube. :)

Oh my god thank you! This is the show I was talking about! It’s been on my mind for years and now the mystery is solved. I do think I will enjoy watching them on sick days and during travel!
