To be more precise, in the cast list for the 1990s British series, House of Cards, is an actor called Frederick Treves (Lord Quillington). In the actor's profile page, however, he is credited with starring in the film The Elephant Man. Now, as everyone knows, Frederick Treves was the doctor who cared for the Elephant Man, and was played by Anthony Hopkins. A case of mixing fact with fiction.

Dave: I believe that the data is correct as indicated. Frederick Treves, the actor, was the great-nephew of Sir Frederick Treves, the doctor who treated Joseph Merrick, known as the Elephant Man. See the obituary of the actor at https://www.theguardian.com/tv-and-radio/2012/feb/03/frederick-treves.
Treves the actor also played a role as an alderman in the 1980 film The Elephant Man, as stated in the same obituary.
Also, Treves the actor does not appear to have played in "House of Cards", but only in its sequel, "To Play the King", in the role of Lord Quillington. (At least, that is what his IMDb entry says; I have no independent information about that.)

Thanks Gromit, that's fascinating info. I never knew that. I'm midway through To Play the King at the moment, having recently finished the mammoth US version with Kevin Spacey.
