I'm trying to track down the copy write holder of a photo on the IMDB website. Customer service won't reveal this information. Anyone?

Who the owner of the still photo is, is unknown to IMDb as it is not tagged.
Heritage Auctions is not the owner. They sold an autographed copy of the still you are referring to many years ago. Looking closely at the image on IMDb it is a copy of it exactly. The bottom right of the image has the same scratches on it.
RKO (Culver Pictures) held the copyright at one time, yes. But many titles are now in the public domain. You may have to contact who photographed it, Ernest A. Bachrach or their heirs and/or executors to find out further info too.
You will have to do some research to actually find who holds the copyright. The purchaser of that specific bit of memorabilia, is not the holder of the copyright either.
The purchaser was not the originator of the image and could not apply for copyright protection after purchase.
You will have to do more research elsewhere.
