When I make a chart list with a particular genre, how do I choose the country of production to filter out the rest?
Because I'm tired of seeing all these Indian films with inflated ratings.

In the Advanced Title Search you can select a genre and a country.

What are you referring to when you make a chart list?

Thanks Peter, I didn't know that.
https://www.imdb.com/search/keyword/?mode=detail&page=1&ref_=kw_ref_typ&genres=Horror&am...
^this is what I was referring to as a chart list

https://www.imdb.com/search/title/?title_type=feature&genres=horror&countries=us
^this is the "advanced title search" results page

They're different.

If the number of countries you want to filter OUT is smaller than the number of countries to INclude, then select the countries to EXCLUDE, and alter the URL to make the the operator NOT: the exclamation mark (!). Example:
https://www.imdb.com/search/title/?groups=top_250&countries=in&view=simple&sort=user_rating,desc&count=250
would be altered to this:
https://www.imdb.com/search/title/?groups=top_250&!countries=in&view=simple&sort=user_rating,desc&count=250
Of course, by selecting the "groups=top_250" parameter, you'll get fewer than 250 results. You could instead use the top_1000 group, but that does not use the same algorithm to weight the ratings.
