It appears that IMDB provides very good data analytics for average user rating (such as demographic and percentage of people who gave a specific rating). Is there a way to get the average rating per date, week, or month? For example, I'm curious on the average rating of The Phantom Menace from two days prior to release date to a year after release. It'd be nice to drill down to US specific users, too.

I am long time user, not an IMDb staff member.
IMDb may maintain records of historical rating data, but do not publish or make that data generally available.
Fortunately, some of this rating data is available the Internet Archive.
For Star Wars: Episode I - The Phantom Menace (1999), the Internet Archive records the ratings for 19 different days:

The earliest date available is 14-Jun-2004:

The internet archive is a non-profit organization. IMDb has granted them permission to retain this data.
There are a few sites that archive IMDb's Top 250 data daily. I do not know whether IMDb has granted them permission to archive this data.
