IMDb is one huge database of film facts presented in a searchable format. When you do a search, it searches whichever criteria you set. Some searches have been prearranged and presented as a link. That does not mean there are no other options for them. If you ask 10 people, they might have 10 answers as to how many, for example, votes you want included/excluded.
So, if you don't like the minimum or maximum set (or if there is none set) you simply set your own.
If you go to the search box and change "all" to "advanced search," then use "advanced title search," you can, for example, create a list of the most popular by a genre, include a minimum and/or maximum number of votes and even exclude those you've seen if you're looking for titles you might want to watch, then search it out.
So not only is what you describe possible, but it's really one of the main purposes of the site itself.
